One of the greatest problems in America's juvenile justice system is how to deal with juvenile offenders. The Illinois Juvenile Court Act of 1899 established the first of America's juvenile courts, which allowed fair treatment rather than a justification of being punitive toward children.
 
However, today, in the year 2003, we easily accept the job description and purpose of the juvenile justice system as being to help protect and rehabilitate children involved in delinquency matters. Thus has been the content of the ever-changing law books followed by both the juvenile justice and criminal justice systems.

Every decade or so, a book is written in a manner which will serve as the primary cause for needed change and changes, whether it be the legal system, our system of law enforcement or those texts which continuously change the way America deals with members of the criminal and/or the incarcerated community.
